This paper is part of our <a href="http://www.fabians.org.uk/research#e&amp;c" target="_self">Environment &amp; Citizenship</a> programme and is written by senior researcher Natan Doron.</p>

When benefit spending is targeted tightly at the poorest the overall generosity of welfare falls, leaving poor families worse off than when benefits are widely available.&nbsp;</p>

            <title>New poll: Big majorities for fairer capitalism</title>

<p>The growing gap between rich and poor is bad for ordinary people, is felt personally by almost half the population and allows the very rich to use their power to harm the majority, according to new polling for the <em>Fabian Review</em>.</p>
<p>The poll, conducted by YouGov and supported by the TUC, shows widespread unhappiness with the way the British economy works. There is overwhelming support for companies to take a longer-term approach to investment, with 80 per cent agreeing that the private sector should recognise a wider responsibility than maximising shareholder profit.</p>

            <description><![CDATA[<p><img style="float: left; margin-right: 6px; margin-bottom: 6px;" src="http://www.fabians.org.uk/images/Ed_Balls_portrait_web.jpg" alt="Ed_Balls" width="120" height="138" />2012 will see voters lose faith in the government's economic policy and give Labour a fair hearing says Ed Balls, the shadow chancellor.&nbsp;In an interview in the Fabian Review, Balls says George Osborne's autumn statement marked a turning point:</p>
<p><em>“I think it [will prove] a game-changer in people’s understanding. When a government [takes office], you really want to believe these new guys are going to make it work. Then suddenly people realise that not only is there lower growth and high unemployment, but that the one thing this Government said it would do was to borrow less, and now it is borrowing more. In the next six to nine months, people are going to say: What’s the alternative? Our opportunity starts now.”</em></p>

            <title> ‘Put victims at heart of criminal justice policy’ experts tell Labour policy review</title>

            <description><![CDATA[<p><img style="margin-right: 6px; margin-bottom: 6px; float: left;" src="http://www.fabians.org.uk/images/Punichment_and_Reform_thumb.jpg" alt="Punishment_and_Reform" width="117" height="175" />Victims are being overlooked by the criminal justice system, says a new Fabian Society report. Edited by Sadiq Khan MP, the shadow justice secretary, the report features contributions from a panel of experts brought together to inform the conclusions of the Labour Party’s policy review.</p>
<p>The report says victims are often treated as bystanders as their cases  proceed through the courts, whereas they should be central to the  criminal justice process – not only because they deserve to be treated  with respect and dignity, but also because their co-operation and trust  is vital for it to function effectively and bring offenders to justice.</p>

<p>It has been announced today that Marcus Roberts will be the new Deputy General Secretary of the Fabian Society.</p>

<p>Previously    Marcus served as Field Director of the Ed Miliband for Leader campaign  and was Campaign Manager for Rushanara Ali's 2010 Bethnal  Green &amp; Bow election. He is a Founding Partner of Zentrum Consulting and also worked on the Al Gore, John Kerry and Barack Obama US  presidential  campaigns. He has previously contributed to Fabian Society events and  publications on movement politics and party reform and worked on the  Refounding Labour consultation.</p>

<p class="MsoNormal">Many thanks to everyone who came to this year's AGM.</p>
<p class="MsoNormal">We had nearly double the attendance that we received last year which reflects the new enthusiasm that comes with our record rise in membership numbers. Members as young as 15 came and contributed to the discussion which centered around a new Fabian stream of work on the role of the state.</p>
<p class="MsoNormal">The debate was led by <span>Karen Buck MP </span>(Westminster North), <span>Patrick Diamond</span> (Policy Network), <span>Jessica Asato </span>(Islington Councillor and member of the Fabian Executive) and was chaired by our General Secretary <span>Andrew Harrop</span>.</p>

Labour should promise that new spending initiatives after the election will be independently reviewed to confirm they have delivered as expected. Before spending pledges can be renewed, they would have to be tested.</p>

<p>‘Homes for Citizens’, written by leading MPs, academics and policy  experts, argues that politicians are still missing the significance of  housing and that, with one person in four saying the stress of meeting  housing costs keeps them awake at night, both government and opposition  need to renew their political focus on housing.</p>

            <title>Tory voters think cuts should be temporary</title>

            <description><![CDATA[<p><img style="margin-right: 6px; margin-bottom: 10px; float: left;" src="http://www.fabians.org.uk/images/ReviewSummer11Coverweb.jpg" alt="Fabian Review Summer 2011" width="129" height="180" />Around half of Tory voters disagree with the Conservative ideology of rolling back the state, new polling and analysis by the Fabian Society reveals. 69% of voters (including 56% of Conservative voters) think the spending cuts should only be temporary and that 'the Government should increase spending on public services again when the public finances are in better shape'. Just 22% of voters (including just 39% of Conservative voters) agree with David Cameron that the <a href="http://www.yalcinforma.com" title="hemşire gömleği">hemşire gömleği</a> cuts should be permanent and that “Government should look to reduce its role for the long term”.</p>

<p>Britain should renegotiate with the European Union to end the free movement of labour, Maurice Glasman says in a interview in the forthcoming <em>Fabian Review</em>. The man behind Blue Labour says any immigration should be on a case-by-case basis and that "we have to put the people in this country first".</p>
<p>Speaking to Mary Riddell he said: “We’ve got to re-interrogate our relationship with the EU on the movement of labour. The EU has gone from being a sort of pig farm subsidised bloc ... to the free movement of labour and capital. It’s legalistic, it’s administrative, and it’s no good. So I think we’ve got to renegotiate with the EU.”</p>

He has been a Labour Party activist since 18 and was a Parliamentary Candidate in the 2005 General Election.</p>

The party faces a "toxic triple cocktail" of political unpopularity, a smaller House of Commons at the next election meaning fewer opportunities to select new candidates, and the legacy of past selection patterns which have left Lib Dem women in more electorally vulnerable seats than their male counterparts.</p>
<p><a href="http://www.guardian.co.uk/politics/2011/apr/25/female-lib-dem-mps-numbers" target="_blank">As reported in the <em>Guardian</em></a>, Sunder Katwala and Seema Malhotra argue that the Lib Dems must take radical action to avoid becoming a male-only parliamentary party, starting by droping opposition to all-women shortlists.</p>

            <description><![CDATA[<p><img style="float: left;" src="http://www.fabians.org.uk/images/Sunderthumb.gif" alt="Sunderthumb" width="117" height="175" />Sunder Katwala will leave the Fabian Society this summer to take on a new role, as founding director of the Social Justice Communications Agency, which will challenge hostile attitudes to migrants and immigration.</p>
<p>A recruitment process for a new General Secretary is now underway, the results of which will be announced in due course.</p>
<p>Writing on the <a href="http://www.nextleft.org/2011/04/fabian-futures.html" target="_blank">Next Left blog</a>, Sunder said: "I have very much enjoyed leading the Fabians - which is one of the  reasons I’ve been doing the job for over seven years now – and working  with brilliant colleagues on the staff team and across the Fabian  Society.</p>

<p>With the next two years offering an important window to influence public policies as we emerge from deficit reduction, this project aims to shape a new cross-party consensus on the economic and social importance of a fair and efficient assets and savings regime. This will mean broadening the base of assets and savings in the UK, and helping to entrench the savings habits of low as well as middle-income households. The project aims to articulate a new framework for public policy on assets and savings, one that should inform the thinking of all of the major political parties.</p>

<p>New analysis by the Fabian Society and Landman Economics of George Osborne's March Budget suggests that many single-earner families with children and families claiming help with childcare costs will be the big losers from the Coalition’s tax-and-benefit reforms over the next couple of years.</p>
<p>And despite Government rhetoric about ‘lifting the poorest out of tax’, many low-income families are set to become bigger contributors to the Exchequer too.</p>

            <description><![CDATA[<p><img style="float: left;" src="http://www.fabians.org.uk/images/cuts.gif" alt="cuts" width="117" height="175" />The Government’s programme of public spending cuts is having a disproportionate effect on women, analysis by Howard Reed of Landman Economics for the forthcoming <em>Fabian Review </em>reveals.</p>
<p>Reed argues that: “The coalition Government’s record on gender equality  so far is poor: the particular mix of fiscal consolidation measures  introduced have a more adverse impact on women than men. Labour would  have implemented spending cuts, but they did not have to be made in a  way which disadvantaged women this much.”</p>
